In 2007, the Governor KPK instructed FATA DA to initiate township development projects in FATA. The intention was to introduce the tribals to a culture of modern and decent living, in a self sufficient unit where all the basic amenities of life are made available, bring about a socio-economic change in FATA and thus check the problems associated with haphazard urban expansion.


FATA DA launched a study in 2008-09 at a cost of Rs. 5.59 Million to identify most suitable land, preferably located close to the Agency Headquarters. Initially, FATA DA decided to launch the pre-feasibility study for township development. Accordingly , FATA Development Authority established a core group for townships in FATA on the desire of Governor (KPK) to prepare a practical and innovative plan.


The study was intended to determine in following two aspects:

   1. Social Acceptability; Part A (40%)
   2. Economic Viability; Part B (60%)


Based on the outcome and recommendations of this study, FDA would start the detail design and development of townships in different agencies, Initial plan is for development of four townships on most suitable technically and financially viable and socially acceptable locations.

M/s Consulting Associates, a well reputed consulting firm based in Peshawar were selected from amongst a number of firms who submitted technical and financial bids for this consultancy.

Consultant submitted a comprehensive report containing part A and Part B of the study in June 2010. The study has been approved by the Competent Authority in December 2010.


30 sites were long listed as suitable sites for township development by the study, but 4 most suitable sites out of these 30 were selected by FATA DA, which are as under:


    1. Akakhel Mirrikhel, Khyber agency
    2. Enzar, Wana South Waziristan Agency
    3. Loesum, Bajaur Agency
    4. Edak Mir Ali, North Waziristan


As per ToR, the consultant also furnished PC-II of two townships (Bajaur Agency and South Waziristan).The same has also been approved.


In the 4th Steering Committee meeting held on 06/10/2010 under the chairmanship of Governor KPK , it was decided to keep the township project of FATA DA pending as FATA secretariat has launch another similar project by the name of TARUCCI.
